Fresh oil is surfacing all over the northern quadrant of the Gulf of Mexico. Reports of slicks that meander for miles and huge expanses of oil sheen that look like phantom islands are becoming common, again. Fresh oil, only slightly weathered, is washing ashore in areas hit hardest by last year’s massive spill, like Breton Island, Ship Island, the Chandeleurs and northern Barataria Bay. BP has reactivated its Vessels of Opportunity (VoO) program to handle cleanup. It’s a sickeningly familiar scene that has fishermen, researchers and public officials searching for answers, as haunting memories of last year’s calamity come roaring back.

The fifty-thousand-dollar question, of course, is where is all the new oil coming from?

B, nothing has been right , even before this avoidable disaster.

Jane Lubchenco, NOAA, in her duties to uphold the MMPA never followed up after her alert that BP was not in compliance, and she was neglegent in not shutting down the Macondo/BP operation.

Lubchenco’s/NOAA’s role in the Outer Continental Shelf Oil and Gas Leasing Program for 2010-2015

    In her September 21, 2009 twenty-six page response to Lisa Birnbaum, Director of the Mineral Management Service on the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program for 2010-2015. Ms. Lubchenco precedes her comments with a rundown of the federal laws that give her and NOAA specific responsibility in the areas covered by the draft proposal. These are “the Coastal Zone Management Act, the National Maine Sanctuaries Act, the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, the Marine Mammal Protection Act, the Oil Pollution Act of 1990, and the Coral Reef Conservation Act as well as NOAA’s statutory roles under the Outer Continental Shelf Lands Act, the Ocean and Coastal Mapping Integration Act, and the Hydrographic Services Improvement Act.”

    Ms. Lubchenco then brings up a series of issues that were not adequately or accurately addressed in the proposal. Clearly she and NOAA had the ability, the foreknowledge and the duty to intercede in those issues. But did they? Anywhere from 10,000 to 100,000 barrels of oil still spewing into the Gulf of Mexico -we still don’t know how much - every day attest to how effective that intercession was. http://www.fishnet-usa.com/NOAA_Inaction.htm

She should have been sacked or at least have the dignity to resign. How could she have allowed the worst disaster in history to happen under her watch?

As I said, she had been sleeping on her watch or sleeping with those under her watch.

From the very start, we had advocated sending an independent survey vessel to inspect the site; not only ROV which gives pinhole view and the findings open to questions.

Do a complete seabed survey with an array of industry standard equipment and you will see the fissures, active gas and oil seeps, craters where the oil had come out (as asserted by the late Matts Simmons), the condition of all the 3 wells, the wrecks and how the whole disaster unfolded. We had done that for all the blowout investigations and we are a 3rd world country.

Even a 3rd rate, 3rd world poor country would have done a better investigation on a disaster of this scale. Isn't this abundantly clear that NOAA is shielding BP from liabilities and the truth? This is not a govt for the people by the people - even I, a second class citizen from an Apartheid Authoritarian country can see that.

The oil is still leaking, probably not from Well A but from a host of other fissures. The broken geology is leaking like a "sponge" and the NOAA under Luchenco is moving the goal posts - for who and for whose agenda and motives?

When Obama was elected, the agenda was laid to convert US Fisheries to the commodity trading market. The vehicle was a carbon copy of Cap, and Trade. Only the carbon is fish.

The Obama Ocean Policy.

That is who she is. That is what she is.

Obamas agenda to have health care reformed, overhaul the bank, and Wall Street corruption that has placed us in this precarious financial position was the goal.

This Death Well killed a lot of those plans. It created a huge diversion from everything and they wanted this to go away as fast as they could make it go away.

They hoodwinked almost everyone, with the exception of a few, you being one of them. I knew better as a horizontal driller, understanding what fracking out means, and the effects of that.

Every time I read a report about fresh oil, my gut tells me there is some unfinished business at the Macondo site. I feel it in my bones.

They Bandaided it wait for the Catstrophic Ending. That Methane is at a higher pressurer then the Water pressure at 5000 feet times 60 lbs./sq.ft. plus Temp. pending. So roughly 300,000PSF talk about potential Energy then the multitudes of reactions. They should be pumping that Well DRY before they resurface every Street, Driveway, Lawn, Garden, and Creature. Time to get the Head out of the Sand. Jane you already blew it once I'm sure you made the History Books.

We have safe ground Water fed by the Mountains and purified by Granite Ledge and other Rock, Sand, and Gravel natural formations. With Ground Wells and Springs far below and safe until you go Fracking. They say the Gas is deeper so they're creating a path to the Fissures and Porous Stone that allows the Water to be Poisoned on the way to the Gas.

I agree with you out 100% NOAAMOREJANE. Remember what I said about the fractures around the well bores that are impossible to seal or grout; especially with the gas-saturated weak sub-formation zones.

All explorationists I have talked to have no idea on this zone. All they cared about is the oil or gas below. The BP MAcondo blowout is an example of this; as were the numerous delayed gas blowouts in the last years; even after operating successfully for more than a year or two. The "decay" or alternatively the term "sub-soil/subformation erosion" along the faults and fissures; work slowly but surely and there are so many hazardous conditions that may manifest.

Example the Lapindo Mud flow that had filled the more than 3 metres up to the roof top for the last 3 years following the drilling blowout disaster in Indonesia.

I think too many turned their heads and looked the other way while the "rats" made hay and played to their hearts content. But eventually, all of us (those who had prayed, played and even those who continue to bay) will have to pay.

So while we watch in horror as the “second wave” of the BP disaster rolls in – complete with fresh oil and newly hired Vessels of Opportunity cleanup workers – BP continues to make the absurd argument that the Gulf has made a full recovery.

I suspect there will be many more waves of clean-up, even though everything is supposedly fine. NOAA has completely failed us.

ETVA, glad to be back. You wouldn't believe what has been going on. Their hit squads had been hard at work. I suppose GOD is more powerful. When light shines over darkness, there can only be light.

...and we have not even started to guess the amount of methane released to the atmosphere and their consequences ....

As usual, You present a very interesting thought for a average open minded person to view and to look at with eyes that want to see the truth. The (Tidy Bowl) Man, How does one Flush the Gulf of Mexico? Well for one thing, We could look at the countless *.pdf page after pager that was archived on the "Way back Machine" and see that the VLF used in HAARP to produce these massive storms not only now bit that which gave us our 200% - 300% above SNOW PACK in the Rockies. That also "Caused" the massive Floods into the Missouri River, Mississippi River and other streams that caused the Release of Radioactive Materials from 2 Nuclear Plants.

This "FLUSH" though has suddenly caused a massive amount of Water to not fill the Gulf but would tend to look like someone was trying to dilute what was in the Gulf. So what has all this increased Water brought to the Gulf. Let's look at RSOE EDIS.

U.S. authorities are investigating what could be killing hundreds of fish and other marine animals - including sharks and manatees - which in recent days have been washing up on beaches in southwestern Florida. "High temperatures and cloudy, rainy days can spell trouble for fish in Florida's marine and freshwater habitats. These conditions can cause fish kills, which are natural occurrences that typically do not cause permanent damage to the ecosystem or to fish populations," the Florida Fish and Wildlife Conservation Commission said. Even so, the FWC asked in a news release for cooperation from the public in monitoring the deaths of the marine life and determining if the phenomenon is spreading to natural lakes and estuaries in the area "to see if there are problems developing in an ecosystem that might require investigation or restorative measures." The bodies of the dead animals - which include eels, crabs, rays, trout, tortoises and various kinds of tropical fish - have been turning up in recent days on several Florida beaches, among them the one at Naples, which is considered to be among the most beautiful in the United States with 16 kilometers (10 miles) of sand and crystalline waters close to shore. Tests performed to date have detected the presence of two types of algae that, although they are not toxic, could have been responsible for reducing the amount of oxygen in the water to the point that it forced the animals to move toward the coast where they wound up being asphyxiated in the shallower and warmer water.

No matter Where you go, it seems they always want to blame the "Kills" of the Fish dying of no Oxygen in the Water. Well I hate to say it but if you remember "SOYLENT GREEN", Even the Oceans were dying in that movie. and I could assume that Monsanto TODAY was Feeding us the Soylent Green GMO'S that we today were eating to stay alive. Fiction but morally wrong.

We have turned a page in history when it is a Crime to expose a Criminal and you are labeled the criminal for doing so. If we recall Obama and his protection of Whistleblowers, He is now doing just the Opposite. The same with his Transparency in his Government. When Big Government protect's Big Business as with the Congress today where they will throw the Seniors under the train in a Program that is SOLVENT till 2035. All is Lost.

This is because these Same Idiot's have been Stealing their Money to fight these Illegal wars by using that Money that belonged to those Seniors. I don't advocate it but I can see a lot more in congress being targets for those that have lost everything. And it will not be a "White" Al Qaeda, a War Vet, It may be a Government Employee that also was Screwed out of their Job and is tired of the Politics. As there is Always money for War. But none to Help those that Built this Country for the last 70 Years.

Yes, I remember the movie "Soylent Green". Saw it as a teenager and have not stopped thinking about how our world will end. Actually earth as a physical entity will continue evolving; only the world's civilisation destroyed.

And how will it be destroyed? By a series of catastrophic climate changes, each cycle culminating in extreme droughts and flooding, and eventually 5 to 10 m of sea level rise before the calm of the next cycle. The question is how long will each cycle last? A generation or a few?

What a messy world we leave for our kids.

O brings Jane Lubchenco to NOAA she is now Euthanizing America's Traditional Fisheries.

O creates Obama Ocean Policy complete with leadership of EDF,CLF, Oceana, PEW, ETC... Now planning takeover of Oceans and Great Lakes to Grid-off and lease to Industry, Mariculture, Wind Farms, Oil, Gas, ETC... Pollution thrown in for free.

O has already gotten HR3534 The CLEAR Act through the House that would grant ownership of above to the U.N. with a $900 Million per Year Trust Fund for Land purchase only to be labeled Keep Out.

Time for O to go!!!

I remember when O was elected, people all over the world were elated with the fresh hope of change. but my wife was truly disappointed. And when I asked her why; a very simple answer - FALSE HOPE.

Since then I have come to the conclusion, changing Presidents in the US is like changing clothes. The inside is still the same.
