The best way to solve the issue is to charge BP and the criminal managers/directors with criminal offences. There are plenty to choose from. Once they start talking, the criminals in the Admin, USCG, EPA and NOAA who had been preventing the  real recovery process can be arrested to stop the subterfuge from within. 

Short of this, the Gulf would have to undergo even more disastrous events that had been planned. What are the odds that Isaac hit the sink hole location 2 years after BPGOD and 7 years (exactly) after Katrina? It is astronomical and could only happen and planned by evil forces.
