This is another documented proof of BP's lies and criminality and collusion by the Admin in covering the worst man-made environmental disaster in history 

2 months before the official blowout on 20 April 2010, was an "out of well control situation" (technically a gas blowout) on the first well (A) reported on 13 Feb 2010. The blowout was serious enough for a sitting President to summon the heads of NOAA, USCG, BP and MMS to the White House for an urgent special (secret) meeting. This has never happened before. 

The 22" casing was installed in 2009 from 7937'-8969' BSL (or 2937-3969 ft BML) often quoted as 3,000-4,000ft BML. Well A from 4,000-5000ft was uncased since the open bore drilling in early Feb and after the blowout on 20 April 2010. Check the drilling logs and Well activity reports (WAR).  

The "lower annular" in Feb 2010 could only mean the annular at these depths since the well had not reached reservoir level at 18,000ft BSL yet. 

So either BP falsified the well logs and Well Activity reports or did not report the incident. A grave crime isn't it?. BP could not have drilled deeper on the same well if the drilling rods were jammed due to the gas blowout and formation forced in. Fits in nicely with the 22" casing blew up incident, isn't it?

IF they did continue to drill at well A, BP is also guilty of serious safety violations, drilling prudence and gross negligence. 

Even the most stubborn, stupidest and most incompetent driller could not have continued drilling at the broken Well A. Thus, BP had to move to well B. BP again encountered the same severed drill string and  "out of well control situation" (gas blowout) albeit at a deeper point (13,100 ft BSL). This time they even had MMS permission in writing to plug and abandon (not plug and by-pass) in an email exchange on 10 March 2010.

Any fool can see by now, BP had no other choice but to drill a 3rd well location which they did and named as Well BE. They could have named it Well C but that would give the deception away. So they decided to name it as "the well" or "well BE" which sounded like "B". They needed to fool the drilling crew as well since they were not told they were on a suicide mission. Typical of BP. 

Trouble is BP had no legal permission to drill a 3rd well, did not apply for an valid APD and officially declared under oath, having drilled one and only one well which is Well A. BP's twisted truths will trip over and over again as we shall see in the coming weeks.

Transocean Ltd. (RIG) employees talked about blaming the failure of the Deepwater Horizon’s blowout preventer on a bad cement job, after the device ‘blew up’ casing during a test two months before the rig exploded, according to an e-mail cited by lawyers suing the company.

An employee identified as Jess Richards “states that during a test of the lower annular, Transocean blew up their 22 casing,” lawyers suing Transocean and BP Plc (BP/) said of an e-mail that the rig owner turned over as part of the litigation. “She then remarks, ‘I’m sure we will find some way to blame it on the cementer,’” the attorneys said in a filing yesterday in federal court in New Orleans.
